In a move poised to strengthen its maritime capabilities, the Philippines has signed a landmark €406.4 million agreement with French shipbuilder OCEA for 40 high-speed patrol boats. The deal, under an intergovernmental framework signed in 2024, marks a strategic leap in Southeast Asia’s maritime security architecture.

Background: Strengthening Maritime Defence in Southeast Asia

The Philippine Coast Guard (PCG) is expanding its fleet amid regional security challenges and maritime smuggling risks. France’s OCEA, a long-time partner, is stepping in to support with its FPB 110 MKII fast patrol vessels.

What the OCEA Agreement Covers

The vessels, each 35 meters long and manned by 17 crew members, boast cruising speeds of 12 knots and maximum capability of up to 35 knots. With a range of 700 nautical miles, they are engineered for agility, speed, and multipurpose deployments.

What’s Next: Deliveries, Training & Future Collaborations

With prior deliveries between 2017–2020 and renewed maintenance contracts in place, OCEA and PCG are expected to initiate phased vessel handovers, crew training, and performance monitoring as early as Q3 2025.
